Under a National Institutes of Health policy on public access implemented in May 2005, principal investigators receiving federal grant funds from the NIH for research are requested to submit an electronic version of the author's final manuscript within a year of its acceptance for publication. The electronic submission is made directly to the National Library of Medicine's Pub Med Central digital repository of full-text, peer-reviewed research journals. To submit a manuscript, principal investigators should follow these steps:
The article will be publicly accessible through Pub Med Central after the time-delay specified by the researcher. Authors and/or their institutions should ensure that their submisions are consistent with any other agreements they may have.

In the past, the Office of Research and Creative Activities has taken responsibility for obtaining signatures for institutional approval, photocopying, and mailing of proposals to the sponsor. Increasingly, we are encountering difficulty in providing this service when particular agencies (e.g., NSF, NIH, DOE) have program deadlines which affect a number of our proposing faculty. Often multiple proposals arrive at our office the day before they are due to the sponsoring agency. We find ourselves unable to provide the above services in such a short time, promising a timely delivery to the sponsor. Therefore, for those proposals which reach our office later than two days prior to the sponsor deadline, we will commit only to obtain the appropriate approval signatures. The responsiblity for photocopying and mailing will rest with the faculty.
